Aviation Security Responsibilities in Germany
Unlike in most countries, Germany's aviation security responsibilities are distributed across various federal and state ministries, agencies, and authorities. An overview.
Passenger Screening
The Federal Police (BPol), reporting to the Federal Ministry of the Interior, is responsible for screening passengers and their baggage. In most cases, the BPol deploys private security personnel trained by private companies.
Staff Screening / Airports
Airports are responsible for screening airport staff and delivered goods, overseen by the respective state authority. Airports are also responsible for perimeter fencing and regular patrols.
Aircraft & Baggage
Airlines are responsible for securing parked aircraft, conducting pre-departure searches, and reconciling baggage — monitored by the Federal Aviation Office (LBA).
Air Cargo
Airlines and cargo handlers act as Regulated Agents (RegB) and may conduct security checks themselves. Secure cargo from Known Consignors does not require additional screening.
